U.S President Donald Trump's core campaign promise to build a wall on the Mexican border threatens to bring the United States government to a halt this week.

On Sunday, White House officials expressed uncertainty whether Trump would sign a funding bill that excluded money for a border wall.

Trump has promised to build the wall since the first day of his presidential campaign.

"We don't know yet. We are asking for our priorities," said Mick Mulvaney, house budget director.

Trump himself waded into the debate on Sunday, tweeting that Obamacare is in trouble.

He accused the Democrats of being opposed to the wall, and ignoring the fact that it will stop drugs and "very bad MS 13 gang members."

But the president also retreated from a related campaign pledge: that he would "make Mexico" pay for the wall, which is estimated to cost billions.

Without a deal, government funding will run out at midnight on 28 April, Trump's 100th day in office.

John Kelly, the secretary of Homeland Security, told CNN's state of the union that suspects Trump would push for the wall.

"He'll do the right thing, for sure, but I suspect he'll be insistent about the funding," Kelly said.

Attorney General Jeff Sessions, one of the most anti-immigrant proponents in the Trump administration, also declined to reveal the president's priorities.

Speaking to ABC's This Week, Sessions said that he is not involved in the budget negotiations, saying that Trump will decide the way forward.

Sessions also admitted that Mexico would probably cooperate with the demand to pay.

The Attorney General suggested that measures against Mexico could "create the revenue" needed to build the wall.
